According to the tale, the first Civilization game was home to a bizarre bug that transformed the famously peace-loving leader of India into an unhinged warmonger, ready to rain nuclear fire upon his enemies at a moment’s notice. Given Mohandas Gandhi's real-life reputation as a pacifist, his Leader AI was set to the lowest aggression level of 1. Throughout most of the game, Gandhi would act like any other leader. However, upon adopting Democracy as his government in the mid-to-late game, his aggression level was supposed to decrease by 2, resulting in a negative value of -1.

The crux of the legend is that this aggression parameter was stored as an 8-bit unsigned integer variable, which could only hold values from 0 to 255. With nuclear weapons becoming available around the same time as adopting Democracy, this supposedly led to Gandhi launching nuclear attacks repeatedly, earning him the infamous moniker of Nuclear Gandhi.

Despite being the most peaceful leader, Gandhi's AI was deliberately programmed to have a high preference for nuclear weapons, a design choice confirmed by the game's lead designer, Jon Shafer.
